Partial Gaussian sums and Polya–Vinogradov inequality for primitive characters

Abstract: We will improve, for large moduli, on the best explicit version of the Polya--Vinogradov inequality for primitive characters, due to Frolenkov and Soudararajan, drawing inspiration from a paper by Hildebrand.
