 ract\nEffective cones of rational surfaces have been intensively studied i
 n the past few years\, especially in the context of Nagata conjecture and 
 Seshadri constants. After reviewing recent results on blow-ups of the proj
 ective plane at points in very general position\, I will focus on blow-ups
  of toric surfaces at a general point\, discussing examples of polyhedral 
 and non-polyhedral effective cones. This is joint work with A-M. Castravet
 \, J. Tevelev and L. Ugaglia.\n
