  studies how to extract minimizers (atomic representing measures) from non
 -mixed moment matrices\, i.e.\, moment matrices built from term bases that
  contain only univariate monomials and induce matrices with univariate and
  pairwise blocks. We develop a practical pipeline: starting from a PSD mom
 ent matrix\, we use (marginal) flatness to extract univariate supports and
  weights via standard univariate moment-matrix techniques\, then interpret
  the recovery of a joint measure as a multi-marginal coupling problem over
  the Cartesian product grid of extracted atoms. To control the exponential
  grid size\, we exploit pairwise blocks to compute pairwise couplings by V
 andermonde-based moment matching\; under full-rank conditions these coupli
 ngs are unique\, enabling pruning through an atom graph and reducing the f
 inal gluing problem to a small set of transversal cliques. We provide fail
 ure signatures showing that PSD and non-mixed flatness does not guarantee 
 representability\, and that pairwise-feasible couplings may still fail glo
 bal consistency. Finally\, we show how consistency of localizing matrices 
 with extracted atoms yields feasibility and global optimality certificates
  in constrained polynomial optimization\, with applicability also in $k$-c
 ardinality and clique-sparse hierarchies.\n

 nAbstract\nIn the simplest terms\, quantum optimal control can be thought 
 of as the problem of finding a path from the identity to (or near to) a ta
 rget point on SU(n) while minimising a cost functional. There are many nat
 ural cost functionals to consider\, but one of the simplest is to measure 
 the length of the path with respect to a Riemannian metric on SU(n) which 
 encodes how moving in certain tangent directions is “cheaper” than mov
 ing in others. This is the approach taken by Michael Nielsen et al. [https
 ://arxiv.org/abs/quant-ph/0701004] in their work on complexity geometry\, 
 and recently adapted to deal with noisy quantum systems by Lawrence et al.
  [https://journals.aps.org/prresearch/abstract/10.1103/y8nw-n1wb]. \n\nIn 
 practice\, moving in certain directions is not just costly\, it is actuall
 y impossible. In the language of geometric mechanics\, this can be interpr
 eted as a nonholonomic velocity constraint. We show how to interpret the c
 onstrained optimal control problem\, referred to the vakanomic control pro
 blem\, as the limit of the unconstrained penalised problems as the penalty
  factor approaches infinity\, drawing on techniques from the calculus of v
 ariations (Gamma convergence)\, sub-Riemannian geometry and functional ana
 lysis. We show that there are three distinct ways of taking the limit\, an
 d explore the relationship between them.\n
